Course Description

The course is the first step to Being a Good Employer. 

The council may appoint staff as necessary to carry out their functions (Local Government Act 1972 s112). The Council must appoint a Proper Officer and Responsible Financial Officer. 

As a legal entity, the Council is the employer; employers have statutory responsibilities and employees have employee rights. 

We would recommend that as a minimum, a representative from the council as the employer attends (i.e. a councillor).

This is an interactive course  and offers the opportunity to network with Clerks and Councillors from Councils across Northamptonshire to share best practice and ideas.

Key areas covered in this course include:

  • Putting a recruitment campaign together, including job adverts, application forms, interview questions and selection process.

  • Checklist for inducting a new Employee, including health and safety requirements.

  • Issuing the right contract, such as permanent, part time, fixed term / casual, zero hours and self employed.

  • Calculating holiday entitlements.

  • Managing Sickness and Sick Pay.

  • Addressing Grievance and Discipline issues.

  • Appraisals.

  • Terminating employment and notice entitlements.

Chris Moses

Chris Moses holds a Masters Degree in Employment Law, with Distinction, from Leicester University. He is also a Chartered Fellow of the Chartered Institute of Personnel and Development and has over twenty years front line HR experience. He has over fifteen years experience of helping small Councils to comply with their legal obligations as Employers.
