Course Description

This course is an introductory training session for Councillors and Clerks covering the basic principles of planning including policy, applications, appeals and enforcement.

This is an interactive course and offers the opportunity to network with Clerks and Councillors from Councils across Northamptonshire to share best practice and ideas. 

Key areas covered in this course include:

  • Provide an introduction to the basics of planning policy, applications, appeals and enforcement

  • Explain the role of technical consultees in planning matters 

  • Increase effectiveness in dealing with planning issues affecting you

  • Increase understanding of what constitutes a ‘material planning consideration’ in the determination of an application or appeal

Who Should Attend
All clerks and councillors should attend this course to give them the basic knowledge required.

Lance Wiggins

Director, Lion Planning 

Over 30 years’ professional planning experience, of which 17 years was spent at local authorities in development control and enforcement. Lance has worked in a number of emerging areas of planning including affordable housing, waste related developments and energy efficiency, together with planning policy work including Strategic Housing Land Availability Assessments and Local Development Documents as well as being heavily involved in neighbourhood planning since its inception.
